Nothing is "perfectly" safe. Check out the stats on deaths from Tylenol and such. Most of the things on the prohibited list are reasonably safe when taken as intended (which is usually not the case in doping where one takes larger than therapeutic doses).
As for the drug in question, this could be an important medical breakthrough. It might not help runners much since there is no indication that it would maintain cardiovascular fitness.
A question does come to mind: An athlete gets injured, say something bad like a head or spinal injury that does not cause paralysis but causes a loss of training time. Would WADA/USADA allow a TUE for the muscle drug?
