apologies if this is a silly question but in my country the national champs are just included in a normal race and anyone may enter.

usually it's incorporated into other road races. like US marathon champs is twin cities marathon or the 10 mile is papa johns 10 miler.
i believe they can race since the us championships are usually part of another race, but they cannot win or place. i believe abdi got in trouble with this back in 99 before he was a us citizein
excellent, so if i popped over for a holiday at a time whoch coincided with one of these races i could enter turn up and race? would i need to be a member of a us club or anything like this?
There probably would not be any requirements like that. Check the race's web site, but like others have said, it's usually just a normal road race with the USATF members scored for the championship.
