Are there differences in US track records book keeping between National and American Records? In other words, do track records set by US citizens only count as US National records when run on American soil?
How about Dan Lincoln's 3000m steeplechase record for example. It was touted as an American record by USATF, is it also an US National record given it was done in Rome?

National record = fastest time run by citizen, regardless of where it was run.
All-comers record = fastest time run within the country, regardless of who ran it.
Some countries also maintain residents records, fastest time run by a citizen in the country.

" American Record" is not an official title in current use although it commonly is used meaning " US National record" which is official and is simply, as others have stated, the best time/distance made by a US citizen, period, regardless of the location of the performance. " All comers Record" is best time/distance performed IN the US, period, regardless of nationality of the performer. What's fuzzy ? It only becomes fuzzy if and when some media misuses any of these above-mentioned terms.
