Probably, at least in an official race. Kyburz at his peak could have probably run at least as fast and of the current top orienteers, Fosser would be close. He ran 28:37 road 10k a couple of weeks ago. Heikkilä might be a bit faster track runner.

You may be right, anomalous average background, similar to a D2/D3 runner in the US, so I'm guessing he's optimised his training system.

but in same year he ran 3:47 and 8:09 which are a lot better performances that 15:03
This reminds me a bit of a fellow named Stephane Franke, who ran for a Division 2 school in California, maybe Cal Poly Pomona, and he was just another guy, pretty good at that level, maybe 14:0x, but then a few years later he is running 13:03 or so, and it was hard to believe.

Also, in 2020 and to some extent 2021 many people didn't exactly have that many opportunities for racing.
This reminds me a bit of a fellow named Stephane Franke, who ran for a Division 2 school in California, maybe Cal Poly Pomona, and he was just another guy, pretty good at that level, maybe 14:0x, but then a few years later he is running 13:03 or so, and it was hard to believe.
He and Damian Kallabis had a bit of an "incidence" at one point.

Franke was a cancer victim at age 47.
Franke passed away with lymphatic cancer. If you Google (or med search) "causes" you'll not see any links to use of peds. Just very unlucky. Kallabis retired early to focus on his tech career...big money...(Polish origin, big work ethic) I'm guessing he's a multiple millionaire now, in euros. A lot more than he could earn in athletics.

Ah yes, Stephane Franke - he of the Dieter Baumann and Damien Kallabis "toothpaste-gate" incident.
(he did actually get busted though - a drug called HES which was used to combat blood thickening - obviously a symptom of using you know what).
