Someone doesn’t train for a tactical 5000m. Just like for the 1500m, he needs to have maximum fitness for the distance and to be capable of following 12:45 pace if needed.

Jakob averaged 58.34 for his 3k WR. If you add 1s/400m to 59.4 a lap then you get 12:22. Just for comparison I looked up Bekele's 3k and 5k. His 3k averages 59.43/400m and his 5k averages 60.58. The longer the race goes, the better KB gets which is likely the inverse of Jakob. Let's say we add 1.5s/400m for Jakob's 3k for 59.84/400m average over 5k and we get 12:28.00. That is much more in line with the scoring tables.
I suppose 12:22 is possible but you would be assuming perfect conditions and that Jakob is a better 5k tt runner than Bekele. I'm only comparing 2 guys but it is a decent comparison.
Interestingly enough, 12:22 scores out very close to the absurd Bolt marks of 9.58/19.19 in the 1350's. You'd be talking about a mark likely to withstand multiple generations of athletes, tech advances, and whatever new PED's are being used.

The closet 3k time to Jakob was Daniel Komen, who ran 7:20. Komen also ran 3:29 and 12:39. He's slightly more distance oriented than Jakob as he's 3 seconds slower in the 1500 and also only 3 seconds slower in the 3k. Going off this I don't see how Jakob is significantly faster than Komen in the 5k. Komen probably could have run slightly faster in the 5k to be honest on a perfect day like when he ran the 7:20. Maybe 12:37? I'd guess Jakob would be roughly 12:35.
Aregawi has run 7:21 and 12:40 while being more distance oriented than Jakob. With the 4 second gap between their 3ks, I don't see how the gap on the 5ks would be more than 5 seconds. I think this reinforces the 12:35ish number.

lol. Always the “”muh Africans” crowd has to rationalize beyond reality. Three world level golds in a row (two WCs and one Oly) but Jakob wasn’t really the best. Of course Hocker was even luckier than Jakob last summer.
