It doesn’t have to be premeditated in the sense of having been planned before the race. If that is Hull’s instinct, then one knows what one is dealing with, and it is truly every man, certainly in terms of testosterone, for herself.
I don't think the Hailu fall was Hull's fault, but Hull was involved in multiple shoving matches in that race. She even tried to Chelimo Mackay down the final straightaway before she realized a shoving match with a bigger, stronger athlete wasn't a good business decision.
No DQ for Hull imo... definitely aggressive, but not dirty.
They ran the first km in 3:15, shoving is always going to happen at that pace, especially on an indoor track. Garcia 100% caused the fall, she was repeatedly shoving Hull. Hull's arm on Hailu was to stop herself going down. The whole thing was very messy and they all put themselves at risk when no one takes the pace.
Hull was doing more than saving herself. She deliberately pushed the defending champion down. Egregious behavior.

Losing your balance, being jostled or even pushed don't give you license to simply shove the person in front of you or grab their clothes for balance etc. This regularly leads to DQs... with some exceptions.

They showed the final 50 straight on and it was more like a much less egregious version of what Langon did to Sands in the BU 3K infamously. Hull did move from the edge of lane 1 to the inside of lane 2 and it did look like she initiated some arm to arm contact (jostling) on Mackay who stumbled a bit. She relented and Mackay prevailed, so no hard feelings.

None of this would be happening, even at slow paces, if these dimwits would wear soccer shin guards. The only reason this shoving goes on is to avoid a spiking to the shin.
