The Nike one isn't public. People go and act like they belong and are mostly not stopped, but not always. Also you better be wearing all Nike or they will definitely kick you out.
In my experience, kids don't stop slinging balls against the wall or riding their bikes, swerving around lanes 1-3 just because someone is doing a workout. Instead, I wish there was a private track that people had to pay to gain admission to and where those who didn't pay could not get farther than a set of bleachers. I would pay good money to get in a track workout where I wasn't pestered by ball and bike children, lane 1 dog walkers, and people engaged in whatever other activities that are best suited for some environment other than the running track.

I don't even care that much if people are walking on the track and I have to go around them or use an outer lane. I'm okay if the track surface is worn down. I'm okay if the track is a non-standard distance such as 317 meters. I just want some place I can always go once per week to get a track workout.

Try joining a track club. They often have the means to enforce no track use but the track club when they work out. You might have to drive across the city or change your training schedule, but you should get your goal of getting a track workout each week.
Go run there when practice isn't happening. But good to hear you are doing speed work again. sub-14:00 5K in your future?
He's too old and, quite honestly, I doubt that he will ever break 15:30 again. Sub 16:00 might be a stretch. Comeback attempts rarely have happy endings.
There is a gravel horse track approximately 1 mile from where I live in the country. I believe it is 1/2 mile based on how it looks. I’ve thought about knocking on the door to the farmer next door and asking if I could use the track in exchange for regular maintenance of the track or some kind of menial compensation. The whole idea of being a blue-collar runner on a gravel track and taking care of it like some yeoman farmer gives me the feeling of like being in a tracksmith ad.
