Any former Eastern Bloc athletes still have the drug culture of the Eastern Bloc, so this is no surprise, just odd timing--no doubt done just before a ten year sunset on testing.
Long-story short: Lab equipment detection limits have gotten more sensitive since then, so they're able to catch the lower concentrations of the drugs.

yes, the labs have bought more sensitive and a better test protocol, all which existed long ago. as opposed to radical technological improvements.... with mass spectrometry you can see ppt and parts of a ppt. which is parts per trillion
"Retesting" means they tested it again most likely because they now have a better more sensitive test to detect it. That is why they keep the samples for a number of years, to retest when new testing methods are available.
All the doping is making life difficult for people who have naturally athletic bodies. I look like the photo on the right, have been clean all my life and am at least twice as old as that young man. I get asked all the time if I use steroids. When younger I made the photo on the right look out of shape so I definitely have lost a lot from aging, I've lost a lot of muscle mass but when you start out with so much you still look studly even with sarcopenia. As a 36 year vegetarian I'm certainly not getting any anabolics from meat.
The post, which was her latest and was only eight days old, was a photo from ten years ago showing Lalova-Collio with Dafne Schippers and Mujinga Kambundji, and it was titled "2016 Nostalgia."

Yes - sadly they don't retest all medal or at least gold medal winners after 9.X years, but just whomever they want. So, no retesting of Bolt or Farah, for example.
This sucks. She's had a long career and she has to end it in disgrace.
I've always liked the ones who stuck around. Maybe they're not going to medal but they get invites and are fairly popular.
Go out gracefully for Christ's sake.
What if I told you she doped her entire career.
I think she doped on and off. There were some years where she was way outside her best, and she showed up looking much less muscled. At the end of her career, she was probably clean. Bulgaria used to be hard core with their doping, but theyre nowhere these days. Yordanka donkova, ginka zagorcheva and svetla dimitrova looked like men when they competed.
