I don't think banning Kenya as a country is the right solution, especially considering that many of the coaches, advisors, doctors, and athlete reps come from outside of the country.
The only real way to dissuade some of the cheaters is through financial means. How is that done? I'm not sure, but withholding prize money, fining athletes, coaches, agents, and sponsors might be considered. There will be no perfect way, and all of the above have pros and cons, but it's pretty easy to recognize that cheating becomes less valuable if it doesn't lead to a financial reward.
