The standards the nfhs uses for recognition a high school record isn’t the standard I think most people would use.
The nfhs considers Webb's 3:59.51 as the record for the 1600 and Hall has the second best time using their standards.
Say Plummers isn't considered the record because it wasn't an all high-school event. But why isn't Bowman's considered the record?

I'm guessing it's because they run the full mile at outdoor nationals, not a 1600. Therefore, Sarah is eligible for the full mile record, but unless they had a clock/electronic eye set up at the 1600 mark, it would only be speculation if she had set a true 1600 record. There difference is very small between a mile and a 1600, but they are still seperate events as far as the high school associations are concerned.
The weirdness comes in on how things like the NFHS recognizes records in high school state organization meets - state meets only, but not post-season or during-the-season invitationals. Other groups recognize records from meets that are HS-only competition - state meets, post-season meets, during-the-season invitationals, dual meets, etc. Some will recognize anything a HSer runs, regardless of the competition.

Yes, the original post is confusing because it suggests that Bowman\'s 4:36.95 was a 1600 when it was actually a full mile. Of course, Bowman had to pass the 1600 mark substantially faster than Matson\'s 4:39 unless she inverted time in the last 9 meters.
If you convert Matson\'s time to a full mile it is, I think, slower than what Mary Decker ran indoors as a freshman. The NFHS can recognize whatever it wants but nobody is really going to care until someone breaks Plumer\'s record.
