the neighboring thing you might be able to do is a reduction in rank (and benefits). you reduce him down to a buck private for murder/conduct unbecoming an officer. cut benefits accordingly.
reality is for a crime like this he probably never sees the light of day again outside a prison yard. if not death penalty. there isn't much need to be tougher than that.
