definitely depends on so so many more factors. How hard do you elliptical? at what hr? is there variation? what workout once a week? are you male or female? etc.
It depends but in my experience running any less than 3 days per week is essentially like starting fresh every time you go running in terms of how the legs handle it. You can build the same amount of aerobic fitness with the elliptical (or any other type of aerobic cross training), but most people won't be able to be efficient runners without doing a considerable amount of volume that's at a speed relevant to whatever race you're training for.
I think with your current training plan, you'd stay where you are. If you want sub-17:30 or something like that, I'd add a long run and/or a medium difficulty run.
