The US President does not have the authority to decide where the matches take place. That rests with the President of FIFA the world body of Football.
FIFA could also decide to remove all the matches from the US and just play them in the two other host nations of Canada and Mexico. That probably won't happen as they don't have enough stadiums that meet the criteria of FIFA.
