Assuming no animal could get any points in the throws or PV, are there any that could score high enough at runs and jumps to beat the human WR?
It's not so simple a question. The scoring "tables" do have formulas for calculating off the scale, which are:
track: P = a (b - T) ^ c
jumps: P = a (M - b) ^c
where T is seconds, M is centimeters, and a, b and c are:
100: 25.4347, 18.00, 1.81
400: 1.53775, 82.00, 1.81
1500: .03768, 480.00, 1.85
110h: 5.74352, 28.50, 1.92
HJ: .8465, 75.00, 1.42
LJ: .14354, 220.00, 1.40
For example, a cheetah has been clocked at about 6.00 for 100m. That's worth
25.43467 x (18 - 6) ^ 1.81 = 2284 points. Pretty good.
but I am skeptical of the cheetah's ability to run a legal time or mark in the 110h, HJ or LJ. They are not very trainable. So, assuming they could beat a quarter horse for a 19s 400m (2777 points), and 8s per 100 for a 2:00 1500 (2019 points), they would still barely get to 7000. Someone has to get them to score above 0 on the hurdles or jumps, probably at least two of them.
A more domesticated animal would have a better shot. A horse could easily get a score at 110h, probably a dog too. A dog could get a valid score for both hurdles and LJ, maybe HJ. Many half-wild house cats would easily score big at HJ.
Alternatively some apes might do pretty well at throws, but that's a side discussion.
