Comparing race times at different distances helps. If you're mile time is way better than your 5k then it's probably an aerobic issue.
look at equivalency charts for the mile up to whatever distance you want to race at (5k, 10k, marathon). and if you're a man and you can't break 60 for a quarter you don't need a table to know that your speed sucks.
Assuming you aren't concerned with the Phosphagen system,
1. Run an 800m time trial.
2. Run a 5000m time trial.
3. Plug the times into WA scoring tables.
4. If 800m score is lower then anaerobic system is limiting.
5. If 5000m score is lower then aerobic system is limiting.

My best 400 is 1:15...
5k 17:3x, 10k 36:3x
