Cities like NYC and LA have so many fentanyl zombies that they ruined nice stuff like this fot everyone. East Asia doesn't put up with that nonsense (look up some of the penalties for drugs there) so they are still able to have decent public areas in their large cities.

Yep, I'd be all for requiring businesses to open their restrooms to the public IF we also make druggies essentially extinct the way Japan has.

There was an opium crisis in East Asia in the 19th century as well. They learned their lesson and dealt with it with extremely strict zero-tolerance policies.
Import drugs? Death penalty. Sell drugs? Death penalty. Do drugs? Life in prison, but probably also death penalty.
Put some laws like this on the books in the USA and actually enforce them, the problem will dissappear within 10 years.
