Isn’t this the universality spots thing? I think each athletics federation can send one athlete in either the 100, 800, or marathon if no one from that federation has qualified in any event.

I assume it's a similar pity spot type situation. It shouldn't really affect an outdoor 800m though, dude will probably just get DNF in one the qualifying heats.
Per IAAF rules if a country has no athlete qualified then they can chose one (can't have both a male and a female) to compete at the World Championships. In the distance events they have to compete in 800m, 1500m or 5k (not the 10k, 3k St or marathon).
They have a woman who ran 15:40 5000m / 4:36 mile this outdoor season in the USA. Comparing her to a male 1:52-1:53 800m runner the female would've likely been more competitive in the heats.
