What does a college athlete sign when he commits to a school? The NLI but is that a contract? What would it be classified as? A school cannot sue an athlete for failure to compete or get an injunction to make them compete which makes me think that it is not a contract?

The NLI is a personal services contract. A school can't force an athlete to perform on such a contract because it looks too much like slavery and it would be silly for a court to try and monitor an athlete's performance. Just imagine a judge trying to determine if you really put forth your best effort in a hill workout or if you were really rigging in the last 200 of your 1500...
In theory, a school could sue for monetary damages, either on or off such a contract. In practice, it is highly improbable for a number of reasons.
College athletics and slavery shouldn't even be mentioned in the same sentence. There are zero simularities. Slavery involves forcefully kidnapping someone and forcing them into labor without equitable wages or return. College athletics is a voluntary educational opportuny, not slavery or even a jog. The students choose where they want to go. They are not forced into any school or sport. When a student accepts a scholarship they do have requirements to meet but they can quit the team at any time without having to worry about a slave master killing them.

If you have a valid contract to sell your house, the courts can send armed police into the house to get your ass out. If you refuse, they can arrest you. If you resist violently, they can shoot you.
If you have a valid contract to participate in college athletics, the courts will NOT send armed guards to ensure that you show up for practice. They will NOT arrest you if you intentionally do not run. To do so would be akin to slavery.

so it is a contract? as I read before that it was not a contract. It is possible for the school to enforce it if an athlete no longer wants to particapate?
Oh good Lord!It's this simple it's a one year contract and that's it.If you jog every race for a year or just run like crap the coach can not renew your scholarship for basically any reason but not during the year of the scholarship.
Here is an example I cut(not renew) a kids scholarship years ago because this person was a distraction/detremental to both me and the team.End of story.
I wish I could sue a couple of my runners,haha
