Yes, it does make a difference. But remember, the reporters for the SF chronicle didn't witness barry bonds injecting his ass with the clear either.
You trust the person that took the video. I'm going to assume you've grilled them on the where, when, etc. So put write a story saying what you've found. Take screen-shots of the video, or put it up on google-video or youtube and link your article to it.
Before you do it, contact the USATF, USADA, WADA and IAAF telling them, in general terms, what you've found and would they care to comment on it. If they don't, that's fine. Write your story anyway (FYI: you guys are good journalists, but often make careless grammatical mistakes. get this story edited heavily - it might be picked up.) Send out a press release about the story - let people know.
Break the cycle of secrecy that plagues track. Don't stand for this crap any longer. There will always be some cheaters who can beat the system, but don't make it easy for them.
