Liquori seems to be it. He ran and won DNG Stockholm on July 4, 1978 in 13:16 when the WR was 13:08. Only 17 145 days ago.

Sydney Maree's 13:01.15 AR in 1985 was set in the same race as Aouita's 13:00.40 WR. That remained within 10 seconds of the WR until Gebrselassie's 12:44.39 in 1995.
Both Centrowitz Se and Salazar ran within 10s of the then world 5000 record, 13:06.
Schul and Dellinger in 1964 all marks at big meets on US soil I believe.
Going back a bit further, 2-3 others at least capable. Gold medalist in 2500m steeple 1904 and near world record miler George Orton clearly capable and Zamperini close.
I am trying to wrap my head around the performance however. When Ritz ran an American record at 5000m it was just under 13 minutes. If we use the basic 13 seconds, more or less, for shoe tech and wave light 12:45 is about the same.
However Nico kicked the butts of so many top Africans. Have the Africans finally leveled off and world catching up with them? or have best Africans moved to the marathon long ago?

Good questions and I would imagine the latter: there's a lot of money to be made for successful marathon runners.

Better training has helped the Westerners gain, as well as a bit more testing. If the Africans faced true, honest year round testing things would narrow yet again.
