Because we have smaller junk and you can see it easier in lycra.
Because wind resistance is less of a factor at the lower speeds of distance running.
So you can see your quads in pictures.
The shorts should be short, but not so short that other people can see your balls.

Slower speeds plus most sprinters are macho men looking to show off...actually, in sprinting a hundreth of a second could mean the difference between first and second so shaving off a few hundreths with a speed suit could help.

Because running shorts don't require a padded chamois for sitting on a seat for 8+ hours
Half-splits offer much better vetilation and cooling.
When I was in Europe, I wore some just to fit in. All the distance guys wore them in temps from 50-70 degrees. I found them to be really comfortable, especially on long runs when my thighs started to chafe. I just wish I didn't feel so gay wearing them. I'd never wear them back here in the states.
