I'd be like that old librarian dude in shawshank redemption and go to his cell with a bible and tell him to find God but within the bible the pages would be hollowed out and there'd be contraband such as a trowel and other digging equipment inside.

The federal government has become involved so he won’t be living by his own law.

If you went back in time right now and killed baby Hitler, under the law, that would be a crime and you would be sentenced to death.
But I’m sure many would argue now that killing him would’ve been justified.

Good analogy! And in Luigi's own mind, he may have been doing exactly the same kind of thing. But I don't think we can or should accept a system wherein such decisions are left to individuals. To do so would be chaos.

Care to point out where I said he was “innocent”? Even though I didn’t use those words, he was absolutely innocent insofar as any act resulting in his murder. Posting a mug shot from a DUI charge isn’t going to change the mind of any rational person.
Deprive him of oxegen by constricting his neck with a rope while his feet are off the ground. Just like the old West when an unarmed Man was shot in the back.
I'd use the Chinese method. Well-placed bullet right next to his heart; he will live just long enough for his organs to be harvested. He can provide vital healthcare to others.
