High 50's to start, not bad. But importantly, with a cool and VERY dry wind, the temps are going to creep up very little during the morning/midday. Better news for the back of the pack type that might usually see 70's by race end. But still PR weather for the rest coming off summer training.
The findmymarathon tool is predicting a tailwind for 4% of the course, and a headwind for 68%. Since the course is basically a loop, how is this possible?

If you run with a 8mph tailwind at 8mph, it's not a "helpful" tailwind. Given it's a running website, I'm assuming they're making this assumption as well. So they're only are giving you numbers where the wind is a net positive.
Looks pretty rough! Berlin wins again, it seems. Of course, lots can change in a Midwest week.
Ran berlin and it was literal perfection. Like you were not hot or cold you could just run. No rain or wind. Truly in terms of conditions a hot Berlin is still miles away from a hot Boston or Chicago. Weather is just much less erratic.
You are indeed mistaken. For at least a few years in the early 1990's it was held on the last Sunday of October. The 1993 edition was on Halloween under nasty conditions - temperature was right at freezing, but there was a fairly brisk wind and even blowing snow near the end of the race. (If my memory serves)

How is 60 degrees rough?
60 degrees with a dewpoint of 60 is pretty rough for a long hard effort IMO. That's a typical "good" morning in the mid Atlantic. But looks like they're getting a dewpoint of 48. I like colder personally, but this forecast shouldn't prevent most people from PRing esp coming off summer training. The longer I'm at this the more I realize that dewpoint and sun exposure matter way more than the high temp forecast. Looks like they'll get some clouds too.
Curious why they moved from 3rd weekend in October to 1st? At this point, holding men's WR they can say, 1st weekend is working ok.
I think it's always been the Sunday preceding Columbus Day/Indigenous Peoples Day, unless I'm mistaken.
I was thinking to when Khalid Khannouchi set WR, Oct 24th 1999, somehow thinking it was held later in October. But Paula R set WR Oct 13th 2002 same as this year's date.
