It might be possible if he knows how and can still trip a guy and apply a simple submission or something. I doubt even if the most athletic 90 year old could still be quick enough to land damaging punches.

Of course, 90>30 last I checked.
Honestly, I don't think so. Even if that 90 year old is an ex-professional fighter, or retired special forces or something, and in the best health a 90yo can be in, I think aging will have made this impossible.
If you'd said 80 or even 85, I'd have said yes. Unquestionably yes for the former.
Obviously, this is assuming a fair fight without weapons. If not, then every 90 year old in the world could beat every 30 year old in the world, as long as the 90 year old is able to hold a gun and pull a trigger.
Someone like Helio Gracie (when he was alive) would have the best chance. He was still training BJJ at 90. Or some very old boxer. The average 30 year-old has no idea what they are doing and is out of shape.

I know it is t the same thing, but I want to point out that this man is a lot older than me, but can absolutely beat me in a foot race.
I can virtually guarantee there are some 90-year-olds who would be able to handle the average 30-year-old. Not many, but here’s an example of an 86-year-old who could do it without question. Certainly bigger and much stronger than the youngster, not as quick but I’d take him in the fight:
There’s videos of 100-year-olds jogging and doing pull-ups, 80-year-olds easily benching 225.
I’d probably go with this 90-year-old, but if not him there’s certainly others out there:
