Not particularly. The dangerous drivers I see most often are “proper civilians” driving with their noses in their phones, going 10 under the speed limit, and serving across lanes. They drive worse than druggies!
The biggest indiscretion on the roads these days is not going fast enough. There is always somebody trying to go faster and getting mad that they can't go faster.

Do you drive around checking people's license plate tags? I've never noticed this.
Also the year stickers are pretty small so you would normally notice expired ones only when directly behind someone at a stoplight or if you pulled them over for another reason.
My state no longer provides physical registration stickers. Your registration status is just kept in a database. So everyone has expired tags because they stopped giving out new tags.
I would suspect that most states are doing the same, as my state is usually one of the last to catch on to these kinds of changes (for example, we still require annual inspections in an era where new cars require almost no maintenance to be safe for years).

The police can confirm whether the registration has ben paid, in just a few seconds, by inputting the license plate number. The tag monitoring method is obsolete.

No. That’s the reason why. The police can’t conduct themselves appropriately so they aren’t allowed to enforce minor laws.

While I obviously don't condone it, I've noticed that one of the ironies of drivers with no plates is that most of them tend to be more careful driving than others. And there's a good reason for it.
While cops won't pull them over for lack of plates these days, most of them either have no insurance, will get in secondary trouble for not having valid tags if they get in an accident or get pulled over for something else... and often both. They're riding dirty because they believe they can't afford plates, insurance, let alone penalty fees for caving in and registering the vehicle late, if they can even get time to go sit at the DMV and work it out. They're usually broke or close enough to it that they can't afford to get in a wreck or pulled over.
The serious or habitual criminals driving with no plates usually make themselves obvious by being more reckless in general or hit-and-running. But most drivers riding dirty are careful, go with the flow of traffic and seriously do not want to get pulled over or in an accident, because they cannot afford the consequences.

One of the reactions when moronic "defund the police" activists realized you can't have a functioning society without police, is they moved to tactics to stop police from doing their jobs. One of those tactics was to stop police from being able to pull over drivers with expired tabs, broken tail lights, and other minor infractions. So what's the result of people knowing you can now get away with this? Drivers with unsafe vehicles and not paying their registration like they should.
So as usual their idiotic policies have done nothing to actually save a single life. Instead, they just make the streets less safe for the average law abiding citizen. Great work as usual.
