When does an NCAA coach normally finish handing out most of their scholarships? In particular to 800/1500m runners? Would most of them already be wrapped up before the spring track season or not?

By November of your senior year. That means sr year track times largely irrelevant.
If you run 1:50 sr spring, you have to hope some school has some extra money floating around, but it's often too late.
ok thanks, good to know! As a grad transfer from abroad, what times do you think would be needed to get a scholarship at a smaller D1 school if you have a year of eligibility left and if you get organised by November of the previous year?

It really depends on the school. Pick out some schools you are interested in and see what their top guys are running 800/1500 in. That should give you an idea.
