4:09 and 9:01 for 1600 and 3200 were pretty good last year!
Some will call me crazy, but I'd say if you can break 5 minutes in the 1600 and like 11:00 in the 3200 then you're way ahead of the game for a frosh.
Assuming you improve, yeah, those are good times to start with. If you improve like me (e.g not much), you'll probably still run alright. I started with 4:52 and 10:40 my freshman year, and I made states in XC and Track a few times. Not great, but not too shabby.
If you can run 10.2 in the 100, 21.3 in the 200, 47 in the 400, 150 in the 800, 408 in the mile, and 857 in the 2mile, all in one practice, then you are decent

Alot of how well you run as a freshmen is determined by when you hit puberty. I know people whose Freshmen P.R.s were 4:40, 5:03, and 5:35 for the mile, and their current p.r.s are 4:30college frosh., 4:12 college soph., and 4:14college jr. Obviously the kid who ran 4:40 4 years ago was alot more developed as a freshmen than the others were as freshmen.

If you can run 2:00 you should be able to run much faster than 4:45 or 10:30.

i cant stand people underplaying shorter distance times.

freshman may not be as aerobicly developed thus the trend towards short distances.l

Depends on what distance you are targeting.
If you are a distance runner, i.e. will be running 5k XC and 1600/3200 for 4 years and the 3200R because you have to, then I would say:
800: 2:10-2:12 if you concentrate on it a little
1600: 5:00 is a good goal
3200: 10:40
If you are more of a 400/800/1600 type:

You have solid talent if you can go 4:50/10:25 without running tons of miles or running constantly since 6th grade. I don't mean those things are bad, I just mean that if you were running 30 mpw in 6th, then 40 in 7th, and 50 mpw in eighth, you are already running more year-round than 95% of the nations high schoolers and you SHOULD be running 4:50/10:25.
My ideal progression (assuming 9:15 ultimate ability) would be this for a person who wanted to specialize in the 3200 (someone with slow leg speed):
9th: 4:50/10:25
10th ~4:32/9:50
11th: ~4:22/9:30
12th: ~4:16/9:15
note that these are for 1600/3200 not M/2M and the 3200 times are alittle better for each.
