Example: if someone was born in country "A" but spent the last several years living/training/competing in country "B" then that medal would add to the tally of country "B".
If any of you know of potential athletes of interest, such as Julien Alfred, please point them out in this thread.
Leon Marchand swam 4 years at Arizona State and his current coach is Bob Bowman the director of swimming and diving at Texas and former coach of Phelps.
Marchand, 4 Gold Medals, the rest of France 3 medal.
More Olympic medalists live here in the USA then anywhere else in the world. I can't prove it but the NCAA colleges brag about it.
thanks to everyone who has responded thus far
this would prob take several months of work in my freetime to assemble a somewhat exhaustive list, but i do think it would tell an interesting story
i would assume the US has the most foreign medalists living and training within it's borders, but it would also be interesting to see what countries don't have any native citizens that medal but do have foreigners living/training within it's borders that do medal
Thea LaFond, the triple jump gold medalist representing Dominica, has lived in the US since she was 7, is now a citizen, went to high school in Maryland, competed at U-MD, and then was actually a high school teacher for a few years in Maryland.

Quite a few of the Kenyans and Ethiopians “live” in their native countries but spend the vast majority of the year at various training camps in Europe and the U.S. Sifan Hassan even trains most of the year in the U.S. and I believe has a permanent resident Visa despite representing the Netherlands.

Duplantis gonna be another tally
Despite being born and raised in the US and going to LSU, Mondo actually lives and trains in Sweden full time now.

At the last Olympics, 15 of the men’s medalists trained in the US. Non-Americans include Andre DeGrasse, Kirani James, Josh Kerr, Mo Ahmed, Mondo Duplantis (lived in US at the time), and Damian Warner.
18 on the women’s medalists trained in the US. Non-Americans include Shaunae Miller-Uibo, Jasmine Camacho-Quinn, Sifan Hassan, Mariya Lasitskene (trained in Florida at the time, but she’s since gone back to Russia), and Helen Obiri.
