My college XC teammates shaved their legs before nationals...... I don't think it made any difference

But why not full body? Shaving legs helps for me as a distance runner.
The real answer is no, the drag is not the same in the air as it is in the water.
Otherwise the top sprinters would have shaved heads, not wigs, big chains and other getups.
However some want to be in the "all in" mentality

Elites get a Bolivian, Bolivia being Brazil's backdoor.
Makes a huge difference for swimmers, from the sprinters to those in the 10K. Most won’t shave until their end-all-be-all meet. Taper in swimming also has much larger impacts on performances in comparison to track, but they are also much easier to mess up.
Wind tunnel testing showed that shaving your legs can save up to 15 watts for the same speed. These marginal gains doesn't make sense for running when you have loose bibs and baggy skin tights that are generating so much drag.
