Since she is so short and her center of gravity is so low, she wouldn't go that high. I'd guess 1.65m. However, if the event were scored as percentage of your actual height she would do very well.
Assuming we aren't using an energy return springboard like the scenario OP is quoting,
Given that she's about 4'9" and has probably a 32" vert, with a typical fosbery flop to allow her to go higher than this center of gravity with proper form I figure she'd get close to 5'0" or so

How high she could do the high jump would entirely depend upon how high they can transport a landing mat and bar. It would be easy to get it to the top of Pikes Peak since there is a road to the top, so I am sure she could HJ at 14,000+ feet. While there are many taller mountains, few have paved roads to the summit. It would be easy to get a mat into a C-5 and there is plenty of room to do a run-up, so if you include this option then she could do it as high as a C-5 can fly.
