there are world rankings, but there is also "Road to Paris" which is what comes into play for Olympics, and is limited to 3 per country, and then there are those who choose not to compete.

The trials are strictly a domestic thing and not directly relevant to World Rankings or who is eligible to make the Olympic team from the World Athletics point of view except in that athletes placing highly at the trials score points that help them rank higher. I.e., if the U.S.A. has 4 or 5 five athletes who have the standard it helps them prioritize which 3 they prefer to have on the team, but that's not necessarily the same as how they are ranked globally.
Athletes who make top 3 at the standard without the standard can still get in if they have enough points to make the quota for their event. The deadline for meeting the Olympic standard was June 30, so there is no meeting the standard in the weeks to come.
