Not a coach by any means, but assuming he is just trying to prevent unnecessary movement when it comes to backside mechanics. I recommend watching Yared Nuguse and his leg movement.
I think you are correct, the back lag can be excessive in some cases. But shortening it can threaten stride length & elasticity. Non coach opinion.

What he's actually demonstrating is different than what's he's saying. His foot is not coming "straight up to his butt" in his demonstration.
Different people have different descriptions of the same thing. If somebody says "put maximum force in a minimum ground contact time", is that essentially what he is saying? Or "pop off the foot quickly and drive the knee up and forward". Learning to run like a sprinter to improve your distance run efficiency and speed is good advice.
