Most DI's have an elitest attitude. They will take a moron who ran DI over a DII athlete, has been my experience.
Yes it is possible. I have seen D2 morons as D1 grad assistants.
The challenge in becoming a Grad Assistant is in making the connections. From my experience, the good GA spots go to the former athletes at the school as kind of a reward for their hard work over the years or in an effort to keep the former athlete around and the coach coaches them postcollegiately.
The way I got my GA spot, I went from a small D1 as an athlete to a very large D1 as a GA, was through connections. My coach knew the coaches at my grad school and he made a call for me. I then gave them a year as a volunteer, and I got two paid years. That free year was kind of tight money wise, but it gave me a tremendous amount of experience and I ended up doing two masters degrees.
As in life as I have found, your background does not really matter. It is your connections that matter.
