It's a very wide range. The big programs, if you have to ask, you're already not good enough. But there are smaller D1 programs that'll let you on if you run maybe 1:58, sub-4:30, sub-9:45. Cross country courses are all different so average times don't mean a whole lot there. There are other other D1 programs that will probably let you on and maybe even give you money, but they probably suck and are D1 in name only because of conference affiliation.
Don't be so obsessed with going D1 though, if that's the reason you're asking. Walking on at a D1 school where you'll get no attention and limited racing opportunities is going to be a waste of your time, as will going to a D1 school where the top guys are running 26 minute 8ks. This is the one sport where you can run D3 and still go to big meets like Paul Short, the BU indoor track meets, etc. and compete against the big boys. It might be a better option.
Most D1 runners ran under 1:55, 4:20, and/or 9:30 in high school, as well as top 25ish in the region in XC. If you didn't at least hit one of these marks, you will struggle to find a D1 program that will take you. Versatility does help (i.e. a 1:56/4:22/9:35 guy would have a better shot than a guy with just one of those marks) but it only goes so far. You also have to hit these times early enough to be recruited for them, running 4:18 at the state meet outdoors your senior year isn't gonna help much. Outdoor junior year and XC senior year are by far the most important seasons (personally I was recruited almost entirely based on good performances in XC senior year). The actual times are highly variable based on the specific school, but if you can get to at least one of these marks by the end of XC senior year, you at least have something worth sending to coaches that they should respond to.
Average junior year 1:54/4:15/9:15.

Google that same question with specific schools in mind. Runrecruit will give an answer.

For about 2 or 3 years now. I think the OP is really a JUCO drop out. I would encourage him to attend a university in San Antonio. I hear they have just the coach he needs.
