Because the world has yet to see the full power of African women, basically. It's not that European/US women are special, there's just less competition. Enjoy it while it lasts.
Like we see prodigies like Aria Pearce or some of the Dutch like Femke Bol.
Why arent there white males who are as talented as white women
I think we might be biased by the recent emergence of Steiner in a speed event, Bol, and now whats her face the HS girl.
But, if it were true, the women would seem to have a higher ceiling against each other if they have relatively higher T (legal or otherwise), or born with greater strength, or indeed are microdosing? In other words, physiologically the spectrum of ability might be wider in the women's division?
Thus...people of no color can reach great heights with slightly more frequency in womens events? Lots of issues with my theory, I just think the opportunity to excel if you hit the genetic jackpot might be easier (less competition with your genetic make up) in protected division (regardless of race)??
Can we say in the mens division, awesome strength, leg turnover is everywhere? I think so. So it seems that if one race seems to have it with more frequency (say, west africans vs China in the 100, or vs. europeans in the NBA), they will dominate. I have not checked but I wonder if the ratio of white players in the WNBA is far greater than NBA? I would guess yes.

There is another sprinter also from Steiner's home state of Ohio, Maira Scott, that is joining the "what's her face the HS girl" at USC. She also happens to be white. Scott is not at the level that Steiner was in HS or anywhere near where Mia Brahe-Pedersen is, but many are expecting big things from her this spring. Brahe-Pedersen is way ahead of where Steiner was at the same age. It's tough to say how these young phenoms will develop and if they will get to the level that Steiner is.
I just noticed that Maira Scott, who I mentioned above and posted the article about, has the same club coach that Justin Braun, also from Ohio and also now at USC where Scott & Brahe-Pedersen are headed. Braun was a 45.65, 10.43, 6.62 (indoor 60 meters), 1:02.67 (indoor 500 meters), sprinter in high school. His 500 was the national record until beaten by Will Sumner a year later.
The whole race thing is BS. It's genetics AND coaching. Race is obviously part of genetics but it's a lot more than that.
