Could be due to the fact that quality 10,000 races are much less frequent than 5,000 and don’t exist indoors at all. Perhaps 13:00 would be a better standard but 13:05 is in the ballpark.

5000 is so much easier. there are very few runners who have a 10000 PR that is within 50 seconds of 2x 5000 PR.
But then, there aren't rounds for the 10000, so they can't have the same size field that they have for 5000
The time standard does not matter, look at the field sizes since they will fill out the field sizes via world rankings.
Now once you are aware that world ranking is a better thing to look at and we just focus on field sizes, you will see that fewer people qualify for the 10,000 meters. This is because it's a one race final. The 5,000 meters has more people who qualify because there are heats before the final.
10,000m is a dead event and nobody runs it seriously. It's not harder, but fewer people want to qualify.
10k used to be a popular road race distance but then half marathons took over.
