Somebody did a bit of basic detective work, Well done. This explains everything. The BU track was installed in 2002. It has historically been a superfast track. This was the first time the track was resurfaced, and they used a state of the art surface that is intended to bring old tracks up to world class speed standards. So this new surface would make the already superfast BU track that much faster.
The proof is in the results. Two athletes broke the prior ncaa men's 5000m CR that had stood since 2012. Another broke the prior women's 5000m CR. And in the 3000m an athlete pr'd by 10 seconds and ran the 2nd fastest women's ncaa 3000m time, while two other runners in that race cracked the all-time top 10. That is why the track seemed to be so "on".
