in terms of where you stand, broadly, arizona state at D1 publishes recruiting standards, as does the university of saint thomas in d3. that and look up the schools in TFRRS and compare your times to what they have on the roster for the event. 
based on the standards, IMO your 3000 is more competitive than your 800. if you didn't improve any, you would be iffy for a D1 scholarship, more likely walk on. your times would be good for d3 but they have no athletic scholarships -- though as an american you could pursue academic scholarships, grants, loans, and other financial aid. you might get some D2 interest in between but IMO those schools aren't as impressive academically.
my two cents, i would put together a list of PRs and where you finished in important meets, that you can hand/read to a coach. maybe some footage if you have some. also your grades and test scores. i would then research schools and make a looooooooooong list of schools you are interested in where your times might fit in to what TFRRS/recruiting standards suggest. identify the coaches. send a bunch of information packets. cast a very very wide net. see what comes back.
i know the scholarship thing seems like a big deal now but i'd be more concerned with researching, making contact, and beginning to turn in applications to schools. my personal experience on scholarship offers it worked out kind of like, we're interested in you coming, apply, put in for financial aid, we're interested in offering a scholarship, but they kind of wanted to see what the aid covered. and then my two favorite schools turned out D3, the scholarship schools were weaker academically, so they didn't even make the endgame. IMO a scholarship is more like an affordability factor at the end just like do they offer me $5k in academic money. it is indicative of interest level, but holding them to a specific number is more like when you compare which ones you can afford.
treat it like dating a little. maybe a scholarship is flattering but do they stick to it. do they keep calling? do they ghost? just start making a long list and the ones who acted interested, put them on it, maybe even start applying, dance back and forth a little, but at some point cut the bs and see where you really sit. i don't think you need an absolute answer in october before starting in almost a year.
to me if they really want you scholarship it'll be like we really need you to apply and to visit, and they will probably put a time limit on the offer. that's real. this is footsie, like maybe you're worth that. IMO at most D1s you'd be marginal or not make it. so if you want any scholarship you need to play a long game and wait for the process, and you need to be open to it might be smarter to be D3 or real picky on school choice even if it means walking on. to me the name on the school will follow you around much more as an adult than the sports will.
