Why would you think that he wouldn't be wearing spikes?
I ran at FL couple years ago. They gave us these gimmicky colored spikes based on our regions given color to screw into the cool (but horrible to run in) custom New Balance v5 5k spikes
Why wouldn't people always wear spikes? Balboa is a cross country runners cross country course (except for that stupid back strip over the sidewalk)
California doesn't allow spikes when racing. Spikes on light grass will make you run very fast with its pull, it would be an unfair advantage comparing times from early meets to later ones.

That's not true. California high school rules prohibit spikes for official California CIF high school meets. Like a conference meet or a state meet.
Footlocker is a private meet sponsored by a corporation. It has nothing at all to do with CIF rules. Spikes have always been allowed at Footlocker.

They currently run that back strip on the grass next to the sidewalk.
What year did you run at Footlocker?
They don't allow spikes at any meet in California. However, it sounds like footlocker is exception. I have a feeling the spikes they used back then were longer and better than the ones given out today. Also the light grass helps a lot.

No "exception" is needed. Spikes are totally fine at meets that are not sanctioned by or affiliated with CIF.
The Footlocker runners use their own spikes. They bring them in their luggage when they leave home to fly to San Diego. It has nothing at all to do with "the ones given out today" whatever that is supposed to mean.
If the real question you are asking is "why were so many fast times run in the 1980's" the answer is that the course was in better shape back then combined with the fact that the course was also a little shorter back then.
It has zero to do with spikes being better in the 1980's.
