I did something like 30 x 5-10 seconds at 3:50ish min/mile. Can this help me break 16:30?

Won’t help you understand what a “3-minute mile” is.

So to break 1630, you need to run 1 x 1630. If you'd run 1 of these instead of 30 of those, you'd have broken 1630. Its so easy. A lot of people want to break 4, but they don't run 1x 4 minutes, I don't get it.
Have you tried using starting blocks? Elite sprinters race at around ~2:40 per mile pace while elite distance runners only manage 4:00 pace, so you will get a huge advantage if you can master the skill. Bring one to your next xc race and you'll be at the front of the pack guaranteed (unless of course someone else brings blocks, in which case you should increase your aerodynamics by wearing a large headband and flexing your muscles at the girls' team when you go past them). After that, just maintain your pace until you hit the finish line.
