I understand that he doesn't compete for the US team internationally, but he is American.
Is there a rule that one must compete for the US national team to be eligible for American records? If so, does this mean that someone who never competes internationally at all (i.e. someone who never competes for any national team) isn't eligible for national records?
My understanding is you technically have to “apply” for the American record. So, even though he presumably has dual citizenship he doesn’t represent the U.S. in an athletics capacity and has not sought that recognition.
Additionally, I don’t think the IAAF recognizes dual citizenship. Since he chooses to actively represent Sweden, that may also bar him in and of itself

The USATF 2022 COMPETITION RULES has the following:
RULE 261 . NATIONAL RECORDS
1. There shall be six (6) categories of national records as follows:
(a) An American Record, which shall be the best performance in an athletics event made by an individual or relay team such that the individual or each member of the relay team, at the time of the performance, is a citizen of the United States and is eligible to represent the United States in all levels of international competition.
