As far as runners to come out of those divisions, the first one that comes to mind has to be Bill Rodgers.

Maurice Greene came out of Kansas City Community College. He does some gold medals and has run under 10 more times than anyone.
Second vote for moses on the mens d3 side. How many years straight was he undefeated?
What about d3 women? Missy Buttry maybe? But then again she was beaten by Woodworth at 15. What about sprinters?

There was Alexis Sarangabo who ran for Brevard College and represented his country in the World Championships. Ran a 3:43 to 3:44 1500m at naia outdoor nats in canada by himself. Also ran well indoors in the 3k and also ran the 5k when he ran his 3:43-44 1500m at outdoor nats.

Just look through a history of Adams State and Western State. There have been a FEW very good runners come through there. Abilene Christian as well.
Steve Spence from Shippensberg St (1991 World Bronze Marathon)
Mark Curp - From Central Mo State, incredible career, WR for 1/2 marathon in 1985, 1987 and 1988 #1 ranked road racer in the world.
Fred Torneden from Fort Hays State ran 2:11:35 to win the Twic Cities marathon in 1984 (same time as Dan Browne ran to win in 2002).
Lewis had a few guys over the years too.
Trent Briney out of CU-Springs ran 2:12 at the trials which was pretty darn good.
John Mason from Fort Hays State in the late 60's. Had an incredible career beating numerous big names like Kip Keino, Frank Shorter, winning the Wannamaker Mile, winning 21 straight college xc meets and the US Champs. Mason was out in Hays, KS so he was overshadowed by Jim Ryun during that era.

Start with North Central College and go from there. There were some years that they had awesome xc teams and very good individuals who could compete on any level in college. Dan Mayer ran about 28:20's I think. Paranya from Haverford was a top level miler for a couple years too.
NAIA
An assortment of guys over the years. Some didn't spend their entire career at the schools though, but made an impact while there. Example: Eliud Barnagetuny ran an 8:05 steeple when the world record was still 8:02, won some NAIA titles indoor and outdoor in 1994.
NJCAA
Been a zillion talented guys make stops at JC's on their way to somewhere else. This list would take a couple pages by itself.
