Any record made in the 90s or the beginning of 2000s is officially clean after 8 years of tests.
They were clean at that time and they stayed clean 8 years after.

I don't have a lot of confidence in many of the sub 3:30 guys being clean. I think that the only people I could bet on with confidence being clean that ran sub 3:30 would be Venuste Niyongabo, Yared Nuguse, and Marcio Garcia. People I almost believe in: Ndiku, Kwemoi, Chirchir, Maree, Willis, Kerr, Wote, McSweyn, Choge. Not much confidence in the rest of them.

You're kidding yourself pretending these are different progressions. 0% chance Nuguse couldn't have run 3:32 at 21 given that solo effort.
Nobody can be pronounced clean at the top of sport now. Doping is a skilled practice and most aren't caught. Jakob is no more "clean" than anyone else. In a dirty sport, I would bet he isn't.
