It is NOT mutually exclusive. Bol, Ceh, Stahl, Tamberi, Tentoglou, Weber, Mahuchikh, etc. are all top-class athletes who showed up for their countries. Ingebrigtsen and Warholm are just conceited 💩 who let Norway down.
Euro Team Champs is a chance for B-level athletes to get some championship experience. There have been some highlights, but I can't see anything ever topping this for entertainment value:

Plenty of top athletes showed up. Your mindset is why the likes of Mu, Warholm and SML only show up for 2-3 events a year. This meet was NOT beneath anyone.

Even the actual Euros (European Championship) feels kind of meaningless. Why? Because the best aren't there. That means the Euro Team Championships is utterly pointless, and the only reason anyone good is going is because their federation and/or contract forces them. Same with nationals. Pretend game. Boilerplate victory speech about how much it means to win gold for the n-th year in a row, and how it feels good to 'give back' etc. For top athletes they're nothing but contractual obligations best avoided.

There are already way enough competitions with Diamond League, WC, OG, area championships and national championships plus 2nd tier internationnal meetings.
This belongs to the esoteric group of competition along with world mititary championships, world university championships, mediterrean games etc
Petty much no one cares about this European team Championship. It's a bit like "UEFA nations league" in football. An unecessary addition. Only good for B team athlete that can't make the team for real championships. So that's actually good when the stars don't show up. That leaves room for athletes who would not have a chance to represent their country otherwise.
Olympics > WC > DL > (XC WC) > Area > non DL internationals > National.
What people want to see are the best athletes at the top of their abilities fighting it out. For middle distance there's been a long tradition of volume/tapering/peaking which gives a relatively small window for good performances. This has changed somewhat with double thresholds which raises the performance floor considerably, allowing athletes to put up good performances throughout the season. More and more athletes are doing it so we get more good races.
There are still a lot of trad peakers who are very selective about racing, and also a few overrepresented athletes who race everything with highly variable performances. All things considered we've been spoiled so far this season.
That being said, I absolutely don't care who wins a non-Olympic or non-WC 1500 in 3:36.0. That's borderline sleep-fuel.

Not really. XC WC important, no one cares about countries / athletes that are simply afraid to lose again, we all know who I mean, also Ingebrigtsen included - though he competes at the XC Euro Champs at least systematically.
Euro Champs strong or even very strong, other continents we all know, Americans even think that their NR, as all agreed to call the national record, is better/more important than area AR and also confuse North American record with NACAC area record, Asian I don't know what is their significance for them.
Olympics > WC > XC WC > Euro Champs > DL Trophy > Other area champs / games (Africa possibly higher than this) > Tours winners (Indoor, XC, CE Tour) > DL meets (+Continental Tour meets for those events without Diamond Discipline status) + Indoor/XC/CE Tours meets > Some Nationals > 2nd tier meets (Continental Tour) > Other Nationals
It's more or less hard to place Nationals here as bigger countries' Champs (simple population math) are simply worth more than those of lets say Switzerland > Belgium or > Luxembourg (there is such country).
