It could be the environment the treadmill is in. How is the ventilation, cooling, temperatutre, humidity, etc. Treadmill running is harder usually because gyms are setup so people will feel comfortable not exercising or doing light exercise, not running at sub 6 minute pace. Just like you wouldn't want to go for a hike at 40 degrees, running would be pleasant at that temp.
Because you're not used to running on a treadmill, so it feels more difficult. Your muscles are being used differently when running on moving ground vs still ground, which causes a different stimulus than you're used to. So running on a treadmill feels more difficult.
It's not always a popular opinion here. But if you use a public gym treadmill, they can be wildly inaccurate as to pace. Either faster or slower. The one mill at my gym is at least a minute slower than the pace it gives on the screen. So if I think I'm running at 8:35 pace, it's actually 9:35 pace.
