I’d say Kincaid, though he also seem to save up more for his kick than Hocker does.

Kincaid because Hocker hasn’t had a potent kick since 2021.

Hocker has the better top-end speed and there’s no scenario in a 1500m where Woody could win with a kick. Off of a withering pace in the 5000m, Kincaid would have the edge.
If it's a 1500m then it's cole hocker. Kincaid has a really good kick in 5k-10k races but this is a different story in a 1500m. Peak cole has dropped low 25 last 200s and low 12 last 100s which is speed that I just haven't quite from kincaid
When both are kicking 55 and top elite men are dropping 51/52, neither is great. Just faster than all the B level talent they’re racing so it looks fast. Not much faster than the final 400 in the WOMENS 1500m in Rio. It was already argued a few times here and comes up every time either races. Hocker and Webb had/have great closing 100 speed, but Manzano would embarrass the whole lot.
Is it really a good kick if you’re not winning?

I believe Kincaid ran 25.xx in the 2021 oly trials 10k. I don’t know if there’s a way to verify that.
Both have overrated kicks, both are currently too slow to kick for metals anyways so it's irrelevant

Well I do think their kicks are properly rated. They have very nice kicks. They may not be able to medal, as you say, but that doesn’t mean their kicks are overrated. Sometimes you can have a great kick and still not medal.
