There are multiple college teams that could break the 4xmile world record of 15:49, at least on paper.
But it's very difficult in practice because all those glittery PRs come from rabbited races in perfect conditions. If a team tries to solo it then they have to run a long way on their own which is extremely difficult. If it's a competitive race then we get into a prisoner's dilemma situation where nobody wants to lead and the record goes out the window.
The solution is to get at least four teams that have a shot: Washington, Ok State, Villanova, Wisco, maybe Virginia, Georgetown, Stanford, and hold a race somewhere with guaranteed good weather: probably SoCal or Stanford -- or indoors at BU.
To be allowed to compete, the teams have to agree that every team still in the lead group has to contribute to pacing, a lap at a time, at 59 pace. The teams take turns leading laps. Order of leading is agreed upon in advance by random draw. If a team gets dropped, the next team in the order has to step up.
Pacing ends at 3.5 miles, so the teams are free to race the last half mile.
