Dogs walk up on their toes and their heels are way off the ground when they are standing. Their knees go "forward" same as ours.

You're missing the gist of the line Hardloper quoted. Propulsion entails movement of the whole creature generally, not just walking. The eagle still primarily uses its mouth to pick things up and move things around, the things we two-legged animals do with our forelimbs or arms/hands ("manipulation"). It uses its forelimbs (wings) to propel it through the word, in this case flying ("propulsion.") That's why birds were considered to be on the good side of "four legs good, two legs bad."
Luckily there were no chimpanzees on the farm in England, since their forelimbs do a bit of both. I suppose also elephants would be considered five-limbed, with a trunk being a limb of manipulation but having four limbs of propulsion, so they'd be good to go on Animal Farm. At least, at first. Hardloper can probably attest to how sancrosant the "four legs good, two legs bad" rule ended up being.
