There's always clipping in a race. The clumsy or uncoordinated ones are the ones who fall down repeatedly. Anyone can fall once. But if it's a pattern, there's a reason.

It is a mistake that should only happen once in a career. I believe, and I know I'll get flamed for this, it could/maybe should be called a personal foul/un-sportsman like conduct against the clipper. Second offense should be a season ban. I don't know for certain, but it wouldn't surprise me in the least where runners do this on purpose to try to gain an advantage.
I was always under the assumption that the victory went to the swiftest, not the one who was full of the most dirtiest of tricks.
And before anyone chimes in, I know all too well that "All is is fair in love and war." There may not be rules about it, but I just think it's dirty pool just the same.
I disagree. I have a naturally long stride and have clipped people on occasion if I'm in a pack, and I've been clipped. You have to look at how it changes the race
