I may inquire about the shoes but wouldn't lose any sleep over qualifying for anything or not. As a race director of Boston for instance, if someone pointed it out to me and provided evidence, I suppose I would be inclined to DNS the offender but definitely wouldn't be looking for it.
Hobby joggers should do whatever makes them feel good. As a non elite, I'll probably stick with the regular Next% but if I felt the banned ones were better, may consider using those.

If the rule doesn't apply to you or the race you're running in, wear whatever you want. Follow the rules of the race you actually run. Don't make up rules for yourself or for other people. Leave that to the RD.
None of the banned pro shoes due to stack height are worth racing in. Too unstable and just not conducive to fast turnover. Who cares what amateurs wear?

You had better not! Volunteers spent 10s of hours putting together this event.
I will make sure you get no food at the finish line if I see you on my course. Not even a banana. And you don't even want to think about what will happen if I catch you near the gatorade.
If you're racing for fun or personal goals then run in whatever makes you happy. This includes running a BQ in my opinion.
If you're going to accept a prize (even age group) then follow the appropriate rules. If you're trying to qualify for national championship or equivalent then follow the rules.
